Airport Guide| | 7 min read
Black SUV pulled up at the O'Hare arrivals curb, ready to pick up a passenger

The O'Hare cell phone lot is a free parking lot where you wait for someone flying into Chicago. You can't wait at the arrivals curb at O'Hare. Cars left there get ticketed and towed. And starting soon, cameras will fine drivers $100 for waiting on the highway shoulder near the airport. This guide covers where the lot is, how to use it, and how to skip the wait completely.

Where is the O'Hare cell phone lot?

The O'Hare cell phone lot is at 560 N. Bessie Coleman Drive. It sits at the corner of Bessie Coleman Drive and I-190, near the main entrance road into the airport. Type "O'Hare Cell Phone Lot" into Google Maps or Apple Maps and it will take you there.

The lot moved to this spot in 2021. It is bigger and easier to reach than the old lot. If an older map or blog sends you somewhere else, trust the Bessie Coleman Drive address.

Why you can't wait at the O'Hare arrivals curb

Waiting at the curb is not allowed at O'Hare. The airport's own rule is short: "Curbside waiting is prohibited." Any car left alone at the curb will be ticketed and towed at the owner's cost.

In real life, this means police and traffic aides keep the lower level moving. If you pull up and your party is still at baggage claim, you will be told to move on. Then you have to loop around the airport roads and try again. On a busy night, that loop can take a while.

That is why the O'Hare cell phone lot exists. You wait there for free, and you only drive to the curb when your party is standing outside with their bags.

New for 2026: $100 fines for waiting on the highway shoulder

Many drivers skip the lot and pull over on the shoulder of the Kennedy Expressway or nearby roads to wait. Illinois has now made that a ticket.

You can read more in reports from NBC Chicago and CBS Chicago. The short version: the shoulder is not a free waiting spot anymore. The cell phone lot is.

The rules at O'Hare are simple now. Don't wait at the curb. Don't wait on the shoulder. Wait in the cell phone lot, or book a ride that waits for you.

How to use the O'Hare cell phone lot, step by step

  1. Check the flight before you leave home. Use the airline app or a flight tracker. Leave so you reach the lot around landing time.
  2. Park in the cell phone lot. Stay in your car. The lot is for waiting, not for parking and walking away.
  3. Wait for the call. Ask your party to call or text once they have their bags and are walking outside. Do not leave when the app says "Landed." The plane still has to taxi to the gate, and bags take time.
  4. Ask which terminal and which door. Each terminal has numbered doors on the arrivals level. A door number makes the meetup fast.
  5. Drive to the lower level. Private cars pick up on the lower (arrivals) level, at the outer curb.
  6. Load and go. Pull up, load the bags, and leave. Don't stop and wait if they aren't outside yet.

Not sure how long to wait? "Landed" and "at the gate" are not the same thing. Our guides on what your flight status means and how long it takes to get from the gate to baggage claim explain the gap.

Picking up an international flight at Terminal 5

Most international flights land at Terminal 5. Passengers must go through passport control and customs and pick up their bags before they can come out. This can take a long time on busy days. Stay in the cell phone lot until your party calls from the arrivals hall. The lot is close to Terminal 5, so the drive over is short.
